第一部分 第一次會議提案工作情況
一、提案提交情況
2013年雙代會第一次會議(yi)(yi)(yi),共收到(dao)提(ti)案(an)(an)表(biao)126份(fen),經提(ti)案(an)(an)委員會專題會議(yi)(yi)(yi)審議(yi)(yi)(yi)后,歸(gui)類整理(li)出64件提(ti)案(an)(an)、31個(ge)意見和建議(yi)(yi)(yi)、5個(ge)不立案(an)(an)議(yi)(yi)(yi)題。
具體情況如下:(一)對(dui)符合黨和國家(jia)政(zheng)策法(fa)規,學校(xiao)(xiao)(xiao)有(you)條(tiao)件辦(ban)理(li),又確實(shi)需(xu)要(yao)(yao)辦(ban)理(li)的(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)(an),提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)(an)委員(yuan)會(hui)(hui)將(jiang)(jiang)80個(ge)(ge)議(yi)題(ti)(ti)整(zheng)理(li)合并為(wei)64個(ge)(ge)正(zheng)式提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)(an);(二(er))對(dui)一些不(bu)符合立(li)(li)(li)案(an)(an)(an)(an)(an)(an)(an)(an)要(yao)(yao)求(qiu)(qiu)但(dan)有(you)參考價(jia)值的(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)(an),提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)(an)委員(yuan)會(hui)(hui)將(jiang)(jiang)41個(ge)(ge)議(yi)題(ti)(ti)匯總(zong)整(zheng)理(li)為(wei)31個(ge)(ge)意見(jian)和建(jian)(jian)議(yi),匯總(zong)后轉送有(you)關職能部門,逐條(tiao)向提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)(an)人回復;(三)對(dui)屬于(yu)(yu)(yu)(yu)個(ge)(ge)人問題(ti)(ti)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)(an)、或提(ti)(ti)(ti)(ti)(ti)出的(de)問題(ti)(ti)正(zheng)確,但(dan)已經解(jie)決的(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)(an),以及(ji)一時(shi)沒有(you)條(tiao)件解(jie)決的(de),可向提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)(an)人做出解(jie)釋的(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)(an),則不(bu)予立(li)(li)(li)案(an)(an)(an)(an)(an)(an)(an)(an)。(四(si))5個(ge)(ge)不(bu)立(li)(li)(li)案(an)(an)(an)(an)(an)(an)(an)(an)議(yi)題(ti)(ti):第(di)(di)一,關于(yu)(yu)(yu)(yu)為(wei)來深探望子(zi)女的(de)父母(mu)提(ti)(ti)(ti)(ti)(ti)供臨時(shi)住所的(de)建(jian)(jian)議(yi)。不(bu)立(li)(li)(li)案(an)(an)(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因:學校(xiao)(xiao)(xiao)西麗(li)湖(hu)校(xiao)(xiao)(xiao)區設有(you)招待所,可以滿足需(xu)求(qiu)(qiu);第(di)(di)二(er),關于(yu)(yu)(yu)(yu)建(jian)(jian)議(yi)學校(xiao)(xiao)(xiao)為(wei)各二(er)級(ji)學院單(dan)位(wei)配備急救箱的(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)(an)。不(bu)立(li)(li)(li)案(an)(an)(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因:急救工作(zuo)涉及(ji)面廣,針(zhen)對(dui)性強,需(xu)要(yao)(yao)有(you)資質的(de)醫(yi)護(hu)人員(yuan)正(zheng)確規范操作(zuo),建(jian)(jian)議(yi)將(jiang)(jiang)突發情況及(ji)時(shi)報告(gao)醫(yi)務室(shi)或校(xiao)(xiao)(xiao)外醫(yi)療機構(gou)處置;第(di)(di)三,關于(yu)(yu)(yu)(yu)清理(li)辦(ban)公室(shi)毀壞桌椅的(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)(an)。不(bu)立(li)(li)(li)案(an)(an)(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因:無明確地點(dian);第(di)(di)四(si),關于(yu)(yu)(yu)(yu)修剪學校(xiao)(xiao)(xiao)內路邊的(de)樹枝的(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)(an)。不(bu)立(li)(li)(li)案(an)(an)(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因:屬于(yu)(yu)(yu)(yu)明喆物業綠(lv)化管(guan)理(li)日(ri)常工作(zuo);第(di)(di)五,關于(yu)(yu)(yu)(yu)校(xiao)(xiao)(xiao)門增加校(xiao)(xiao)(xiao)區標識,設計考慮建(jian)(jian)筑風(feng)水(shui)的(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)(an)。不(bu)立(li)(li)(li)案(an)(an)(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因:不(bu)符合一事(shi)一議(yi)原(yuan)(yuan)則,其中(zhong)一事(shi)提(ti)(ti)(ti)(ti)(ti)法(fa)亦不(bu)妥當(dang)。

二、提案受理情況
在落(luo)實提案(an)辦理的過程中,學校工會(hui)(hui)多次召開提案(an)工作委員會(hui)(hui)會(hui)(hui)議,及時與有(you)關的職(zhi)能部門進行溝通(tong),完(wan)成提案(an)處理落(luo)實工作。
64件(jian)提案涉及到教學(xue)、科研、學(xue)生、人事、行(xing)政教輔、生活服務及其(qi)它等7個方(fang)面。其(qi)中“(一(yi))制作佩戴校徽;(二)開設“書院論壇”;(三)推進解決教職工(gong)集(ji)資款;(四)進一(yi)步完善校園無線網絡(luo)覆蓋;(五)新增校區電(dian)瓶車、方(fang)便師生員工(gong)出行(xing)”等5件(jian)提案確定為(wei)(wei)2013年度學(xue)校為(wei)(wei)教職工(gong)辦理(li)的實事。

四、提案委員會工作
提(ti)案(an)委員(yuan)會是雙(shuang)代(dai)會提(ti)案(an)落實的(de)(de)最基本的(de)(de)工(gong)作組織。本著“提(ti)醒重視,溝(gou)通交流,推動進(jin)程”的(de)(de)工(gong)作原(yuan)則(ze),對與多部(bu)門(men)相(xiang)關的(de)(de)提(ti)案(an),注重組織協(xie)調;對常規(gui)提(ti)案(an),逐(zhu)一(yi)跟蹤檢(jian)查。一(yi)年來,在校(xiao)分(fen)管領導的(de)(de)指(zhi)導、各(ge)部(bu)門(men)支(zhi)持、以(yi)及全體(ti)委員(yuan)和校(xiao)工(gong)會共同努(nu)力下,較好地(di)履行(xing)了職責,順利地(di)完成了工(gong)作任務(wu)。
1.做好提案(an)宣傳(chuan)工作,使廣大教職(zhi)工和(he)雙代(dai)(dai)會代(dai)(dai)表加(jia)深對提案(an)價值的認識(shi):即提案(an)是雙代(dai)(dai)會廣泛(fan)聯系群(qun)眾、集中(zhong)群(qun)眾智慧、吸(xi)引教職(zhi)工參與(yu)學校民主(zhu)管理(li)和(he)民主(zhu)監督的一個重(zhong)要途徑。
2.保(bao)證提(ti)案調研(yan)時間。嚴格執行(xing)雙代會相關規定,督(du)促代表樹(shu)立群眾意識,平時注意群眾反映,為提(ti)案準備信息資(zi)源,及時反映教(jiao)職工的意見和建議。
3.準確把握提案(an)的(de)立案(an)。凡是按要求提交的(de)提案(an)表,原則上(shang)都予(yu)以立案(an)。對于沒有立案(an)的(de)提案(an),即(ji)使是個(ge)案(an)或建議,本著實事求是的(de)態度認真對待和處(chu)理(li)。
4.不斷(duan)提高提案辦理(li)的(de)質量。一(yi)是規范提案辦理(li)的(de)程序(xu);二是加大督辦的(de)力度,跟蹤落實,確保(bao)能(neng)解決的(de)問題及時解決。一(yi)些因客觀原因一(yi)時做不到的(de),則做好解釋工作,真正做到案案有(you)回音,件件有(you)交(jiao)待(dai)。
5.推動承辦(ban)(ban)單位實施“一把(ba)手”工(gong)程,確保交出滿(man)意(yi)“答卷(juan)”。在提(ti)(ti)案(an)辦(ban)(ban)理過程中,絕大(da)多數承辦(ban)(ban)單位一把(ba)手親自(zi)(zi)負責(ze),親自(zi)(zi)過問,從(cong)嚴要求、從(cong)快辦(ban)(ban)理,表現出對學校事業高度(du)負責(ze)的態度(du)。人(ren)(ren)事處承辦(ban)(ban)提(ti)(ti)案(an)14件、意(yi)見(jian)和建議5個;后勤基(ji)建處承辦(ban)(ban)提(ti)(ti)案(an)11件、意(yi)見(jian)和建議12個。此類提(ti)(ti)案(an)大(da)多是民生(sheng)話題,直接(jie)關系到師生(sheng)員(yuan)工(gong)的切身利益(yi)。在接(jie)到提(ti)(ti)案(an)后,兩個部(bu)門負責(ze)人(ren)(ren)分別帶(dai)領有關人(ren)(ren)員(yuan),認真分析原(yuan)因,限時辦(ban)(ban)理,并加(jia)強與(yu)提(ti)(ti)案(an)人(ren)(ren)溝通,爭取(qu)提(ti)(ti)案(an)人(ren)(ren)的理解(jie)和支(zhi)持。
至2013年底,在(zai)各承辦(ban)部門的大(da)力支持和配合(he)下,已全部答復(fu)提案人。承諾為教職(zhi)(zhi)員(yuan)工辦(ban)的年度5件實(shi)事中,書院論壇開始運作(zuo);電瓶(ping)車新(xin)增了3輛;校(xiao)徽在(zai)進(jin)一步的改進(jin);校(xiao)園無線(xian)網絡(luo)在(zai)進(jin)一步的完善;教職(zhi)(zhi)工集資款這一歷史(shi)遺留問題正在(zai)處理中,學校(xiao)一如既往積極與(yu)上海思(si)博職(zhi)(zhi)業(ye)技術學院聯(lian)系,責(ze)成校(xiao)內有關公司(si)按公司(si)法合(he)法、合(he)理、合(he)情地予(yu)以(yi)解決(jue)。3月20日(ri),上海思(si)博職(zhi)(zhi)業(ye)技術學院黨(dang)政(zheng)主要(yao)領(ling)導帶(dai)隊來校(xiao)尋(xun)求解決(jue)途(tu)徑。我們將(jiang)繼續跟(gen)蹤推進(jin),確保教職(zhi)(zhi)工的合(he)法權益(yi)。
綜(zong)上所述,上次會議64件提(ti)案中,不宜采用和難以(yi)落(luo)實(shi)的共(gong)10項(xiang),占(zhan)15.6%;其余(yu)54件,已(yi)經落(luo)實(shi)和正(zheng)(zheng)在落(luo)實(shi)的48件,占(zhan)75.0%;還有正(zheng)(zheng)在論證,經過努(nu)力可以(yi)完成的6件,占(zhan)9.4%。
提案委員會向提案人(ren)發出(chu)《提案反饋意見(jian)評(ping)(ping)價表》,對職能部門承辦的64個(ge)提案給(gei)出(chu)“滿(man)意”、“不滿(man)意”、“無所謂(wei)”的評(ping)(ping)價意見(jian)。統計結果為(wei):2個(ge)提案被評(ping)(ping)“無所謂(wei)”,5個(ge)提案被評(ping)(ping)“不滿(man)意”,57個(ge)提案都(dou)被評(ping)(ping)為(wei)“滿(man)意”,提案反饋意見(jian)的滿(man)意度為(wei)89.1%。
五、存在問題和今后的打算
提案(an)工(gong)作與過去(qu)相比有(you)進步,但仍然存在一些問題和不足。
1.個別提案承辦(ban)(ban)部門對所辦(ban)(ban)理(li)(li)的提案重(zhong)視程(cheng)度不夠,辦(ban)(ban)理(li)(li)過程(cheng)拖拉,辦(ban)(ban)理(li)(li)質量不高。
2.雙代會(hui)代表提(ti)案工作水平有(you)待提(ti)高,特別是提(ti)案撰寫比較集中民生福利,而對學校(xiao)發(fa)展大局關(guan)注度(du)不夠。
針對(dui)存在的(de)(de)問題,我們提(ti)出改進工(gong)作(zuo)的(de)(de)措施:(1)加強與(yu)提(ti)案承辦部(bu)門溝通,提(ti)升他們對(dui)提(ti)案落實工(gong)作(zuo)重要(yao)性的(de)(de)認識;(2)在可能的(de)(de)條件(jian)下,對(dui)雙代(dai)會代(dai)表(biao)進行(xing)提(ti)案方面的(de)(de)培訓學(xue)習,提(ti)高(gao)提(ti)案工(gong)作(zuo)水平。
六、總結表彰
經工會委員(yuan)會評選(xuan),2013年(nian)度4個“優(you)秀提案”和2個“提案承(cheng)辦先進單位”分別是:
第(di)一,鄭永森(sen)、張(zhang)臻、蘇(su)文(wen)代(dai)表提(ti)出(chu)的(de)(de)“開(kai)設‘書院(yuan)講壇’,推進書院(yuan)制改革和文(wen)化育人工作”;第(di)二,麻小紅(hong)、魯林(lin)華、施蓓、朱(zhu)方來、鮑薇薇、邱浩、肖景文(wen)、王群、張(zhang)雷代(dai)表提(ti)出(chu)的(de)(de)“公布學校教師集資(zi)款運(yun)營(ying)狀態”;第(di)三(san),郭剛、吳鋒、余菲、李(li)放(fang)、尹向東、陳燕代(dai)表提(ti)出(chu)的(de)(de)“將無(wu)線網絡覆(fu)蓋整個校區(qu)”;第(di)四(si),袁(yuan)述義、楊燕云、文(wen)小龍代(dai)表提(ti)出(chu)的(de)(de)“制作佩戴校徽”。
2013年(nian)度(du)2個(ge)“提案承辦先進單位”分別是(shi)人事(shi)處、后勤基(ji)建處。
第二部分:本次雙代會提案和建議情況報告
按照學校(xiao)《教職(zhi)工(gong)代(dai)(dai)(dai)(dai)表(biao)大會工(gong)作(zuo)細(xi)則(ze)》和(he)工(gong)會的(de)有(you)關規定(ding),校(xiao)工(gong)會于今年(nian)3月初向(xiang)學校(xiao)提(ti)交(jiao)了(le)“關于召開第(di)五屆(jie)教代(dai)(dai)(dai)(dai)會暨第(di)六屆(jie)工(gong)代(dai)(dai)(dai)(dai)會第(di)二(er)次會議的(de)請示”,并(bing)于3月14日得到校(xiao)黨委批復,啟(qi)動大會的(de)籌備程序,給各分(fen)工(gong)會發(fa)出了(le)向(xiang)代(dai)(dai)(dai)(dai)表(biao)征集(ji)提(ti)案的(de)通知。代(dai)(dai)(dai)(dai)表(biao)們圍繞學校(xiao)發(fa)展(zhan)、人(ren)事制度改(gai)革以(yi)及教職(zhi)工(gong)所關心的(de)問題,認真思考,深入調(diao)研,廣泛聽(ting)取意見,負責任地提(ti)交(jiao)每一(yi)個提(ti)案。
截(jie)至3月25日,本次(ci)雙代會(hui)共收到99份提(ti)案表(見附件2)。分為教學、科研(yan)、學生、人事、行(xing)政教輔、生活服務(wu)及其它等方(fang)面。會(hui)后,提(ti)案工作委員會(hui)將本著務(wu)實革新精神(shen),對(dui)代表們(men)提(ti)出的(de)提(ti)案進行(xing)歸類整(zheng)理,認真討論研(yan)究(jiu)是(shi)否立案,同時送校領導(dao)批示,提(ti)交相關職能部門落實辦理。
